Jakarta, March 9 2024 – As clear proof that downstream nickel is not just a discourse, the Ministry of Investment/Investment Coordinating Board (BKPM) ensures that Indonesia is ready to record new history in the automotive industry with the start of mass production of the first electric vehicle batteries in this country. PT Hyundai LG Indonesia (HLI) Green Power, based in Karawang, West Java, will start commercial production of electric vehicle batteries in April 2024. This momentum not only marks Indonesia as the first electric vehicle battery cell producer in Southeast Asia, but also confirms The Indonesian Government's commitment to support the electric vehicle battery ecosystem development project (grand package) worth USD9.8 billion or IDR 142 trillion. During her visit to PT HLI Green Power on February 21 2024, Special Staff of the Ministry of Investment/Investment Coordinating Board (BKPM) Tina Talisa emphasized that under the leadership of President Joko Widodo, the government wants to focus on developing downstreaming. Therefore, the government paid special attention after the groundbreaking was carried out in September 2021. “Downstreaming is a way to create added value from Indonesia's abundant natural resources, one of which is nickel. So, we then make this nickel process integrated from upstream to downstream, that's why there is the world's first integrated electric vehicle battery investment with a grand package of USD 9.8 billion. "So it is integrated from the upstream of the mine, then to the smelter, then refining, processing, precursor, cathode, then into battery cells," said Tina. Tina also added that the production of electric vehicle battery cells will make Indonesia the first country to produce electric vehicle battery cells in Southeast Asia to use the latest technology from LG. The implication is that the young Indonesian workers absorbed in this project will also become the first electric vehicle engineers in Southeast Asia. Tina also expressed her hope that downstreaming would be able to create a workforce that is properly absorbed in the sense of having high skills so that the income is higher and able to bring Indonesia out of the middle income trap. President Director of PT HLI Green Power Hong Woo Pyoung stated HLI's readiness to carry out mass production. Apart from that, Hong also revealed that the electric vehicle battery industry in Indonesia will be able to produce pioneering young engineers who have the ability to manufacture electric car battery cells. "We have been preparing everything since September 2023. We are ready to carry out mass production in April 2024. We have also trained engineers from Indonesia for a year and we will continue to provide training. They are very smart, diligent and competent. "We are very proud of the engineers from Indonesia," said Hong Woo Pyoung. PT HLI Green Power is a joint venture company between Hyundai Motor Company, LG Energy Solution, and PT Indonesia Battery Corporation (IBC). PT HLI Green Power's investment is a follow-up to the signing of a Memorandum of Understanding (MoU) between the Ministry of Investment/BKPM and the Hyundai, LG and IBC Consortium on July 28 2021. Furthermore, in September 2023, President Joko Widodo visited PT HLI Green Power to carry out direct inspection of the process and results of electric vehicle battery cell production. In the first phase, PT HLI absorbed an investment of USD 1.1 billion and had a production capacity of 10 gigawatt/hour (GWh), consisting of 32.6 million battery cells which could produce approximately 150,000 electric vehicles. In the second phase, expected in 2025, PT HLI plans to increase production capacity to 20 GWh. (SOURCE)

According to data from the Investment Coordinating Board (BKPM), throughout 2023 Indonesia will receive foreign investment realization of around US$50.27 billion. The largest portion of foreign investment (PMA) went to West Java, with a value of US$8.28 billion or 16.5% of the total FDI. Apart from West Java, other provinces in the top 3 are Central Sulawesi and North Maluku with details of PMA values as shown in the graph. Meanwhile, according to Katadata Insight Center (KIC) and Grant Thornton, the top 3 provinces on this list have benefited from foreign investment related to the electric vehicle industry. In the Unraveling Indonesia's Prospects in 2024 report, KIC-Grant Thornton said there were several battery factories being developed in West Java. "One of them is the PT HKML Battery Indonesia factory in Karawang, which is one of the largest electric vehicle battery producers in Southeast Asia," they said. KIC-Grant Thornton also said that foreign investment in Central Sulawesi and North Maluku mainly goes into the nickel sector, a raw material for making batteries. "Because nickel is a key strategic sector, North Maluku is likely to continue to benefit from development of this sector in the medium and long term," wrote KIC-Grant Thornton in its report. "Similar to North Maluku, Central Sulawesi has also benefited from large investments in nickel mining and related manufacturing activities," they said. (SOURCE)

LENGKONG, AYOBANDUNG.COM - Built for IDR 800 billion, these twin tunnels in West Java look like the Teletubbies' house. Netizens, especially children of the 90s, are definitely familiar with the Teletubbies characters. Hearing the word Teletubbies, some people will immediately remember the unique shape of the outside of their house. Two new tunnel infrastructures in West Java apparently have a shape that at first glance resembles the Teletubbies' house. The Cisumdawu Tunnel is a magnificent piece of infrastructure in West Java that was built to overcome the severe traffic congestion around the area. This tunnel itself is part of the infrastructure of the Cileunyi-Sumedang-Dawuan Toll Road (Cisumdawu Toll Road). It is known that the construction of these twin tunnels cost quite a bit, namely IDR 800 billion. This value is only about 10% of the costs required after choosing to split the hill. This tunnel is in a section and has a length of 472 meters that penetrates Cilengsar Hill. Rancakalong Village, Sumedang, West Java. Meanwhile, the cost to build the Cisumdawu Toll Road with a total length of 61,675 km requires an investment of IDR 14 trillion. Bisnis.com, GARUT - The Garut Regency Investment and Integrated Services Service (DPMPT) stated that leather goods and footwear are one of the largest contributing industries to investment realization in Garut Regency, West Java. Last year, this sector contributed IDR 137.6 billion. Meanwhile, the total investment realization in Garut Regency was IDR 1.35 trillion. Head of DPMPT Garut Wahyudijaya said this large contribution was supported by the existence of a leather craft center in the Sukaregang area and the establishment of a number of footwear industries in the northern region of Garut. "The second largest is the textile industry with a total of IDR 129 billion. The remaining amount is just under IDR 40 billion. This means that the leather industry still has the opportunity to continue to rise. This has been happening for a long time," said Wahyudijaya to Bisnis.com, Monday (26/2/2024 ). Even though it still relies on the leather and footwear industry, the Garut Regency Government still hopes for other labor-intensive industries. The industrial areas of Selaawi, Limbangan and Cibatu districts have been prepared. "Garut also wants to be like other regions that are also being looked at by investors, such as Karawang," he said. The Garut Regency Government is targeting an investment of IDR 1.5 trillion in 2024. Last year, investment realization in one area of South West Java was only able to reach IDR 1.35 trillion. Previously, the Ministry of Cooperatives and SMEs (MenKopUKM) encouraged Garut to become a 'mecca' for leather fashion. Currently, the district already has a Leather Commodity Joint Production House (RPB). Coordinating Minister for Small and Medium Enterprises Teten Masduki said that the existence of leather crafts in Garut has been around for hundreds of years. However, in terms of quality, local products still have difficulty penetrating foreign markets such as Italy. According to Teten, in Italy craftsmen have been able to develop machine technology as a means of production. Meanwhile, the majority in Garut still rely on traditional tools. "We hope that Garut will become a center for developing the leather ecosystem in Garut Regency. "So, Garut leather products can be famous internationally and Garut leather brands can rise in class," said Teten. (SOURCE)

"The largest number of projects came from Singapore with 18 projects, and the largest investment value came from Western Samoa," he said. He added that the investment achievement for 2024 is targeting IDR 1.5 trillion, a figure which is considered realistic given the start of economic growth and the interest of investors who are interested in investing in Garut. "We are optimistic about achieving this figure because last year (2023) we succeeded in exceeding the target by 7 percent," he said. (SOURCE)

Bandung (ANTARA) - The West Java Regional Development Planning Agency (Bappeda) is still selecting potential investors to start construction of phase two of the Lulut Nambo Regional Waste Disposal and Final Processing Site (TPPAS), Bogor Regency, while waiting for phase one to operate. "In this second phase, West Java Clean Lestari (JBL) is currently selecting investment partners, so that if we get an investment partner, we will then enter (start construction) in phase two," said Head of West Java Bappeda Iendra Sofyan at Gedung Sate Bandung, Tuesday. Regarding the funds needed for the construction of the second phase of the Lulut Nambo Regional TPPAS, Iendra admitted that he could not provide information even though an assessment had been carried out that the funds needed were around IDR 400 billion. "Previously, it might have been that (the value), only now with inflation figures everything has started to change," he said. For phase one itself, Iendra said that currently the equipment has been installed and trials are being carried out with a capacity of 50 tons per day. The experiment is carried out two days a week and each week will increase to three days, five days, until one full week to be fully operational. "If he can carry out the process for one week, it will be declared that the tool will work well. The target is that in the next three weeks the trial will be completed, after that it will operate according to management targets," he said. For phase one, Iendra said the target is to be able to manage waste with a capacity of 100 tons per day, while if all these facilities are completed, it is projected to be able to manage as much as 2,300 tons of waste per day from Bogor City, Bogor Regency, Depok City and South Tangerang City. "For the time being (phase one) we are prioritizing Depok, where the TPA is starting to run out," he said. The Lulut Nambo Regional TPPAS, added Iendra, will use advanced technology which will divide and sort waste into three parts, namely compost, biomass and material waste in the form of RDF (refuse derifed fuel). This RDF waste will be taken by PT Indocement as the offtaker. "So the system is different from Sarimukti, for example, which is landfilled. But it is separated into several parts, some for making fertilizer, up to those that will be purchased by Indocement," he said. The West Java Provincial Government is targeting phase one of the Lulut Nambo Regional Waste Disposal and Final Processing Site (TPPAS) in Klapanunggal District, Bogor Regency, to be operational in March 2024. When completely completed, this TPPAS will have an area of 55 hectares and will be able to accommodate 1,800-2,300 tons of waste per day. (SOURCE)

Bandung (ANTARA) - The West Java Provincial Government is targeting phase one of the Lulut Nambo Regional Waste Disposal and Final Processing Site (TPPAS) construction project to operate in March 2024. Acting (Pj) West Java Regional Secretary Taufiq Budi Santoso said that phase one of the Lulut Nambo TPPAS in Klapanunggal District, Bogor Regency, which is currently in the trial period, can serve the community in four districts and surrounding cities within the intended time. "The plan is that in March 2024, phase one can be inaugurated," said Taufiq in a statement in Bandung, Friday. During this trial period, TPPAS Lulut Nambo received several trucks carrying waste from the surrounding area. The waste then enters a shredding machine for biological processing. After that, the waste processing results are separated into three parts, namely compost, biomass and material waste in the form of RDF (refuse derifed fuel). This RDF waste will later be taken by PT Indocement as the offtaker. "Now the focus is on testing. There have been RDF results obtained from this processing and there is even biomass that can be used as an alternative fuel," said Taufiq. He is optimistic that the operation of Lulut Nambo TPPAS will go according to plan. Licensing for TPPAS is currently being processed by the Central Government and the Bogor Regency Government. "By looking at the current conditions, we at least have optimism that this first stage can operate in the future depending on the permits that are being processed at the Central Government and permits at the Bogor Regency Government," said Taufiq. Once fully operational, Lulut Nambo TPPAS will serve four areas, namely Bogor City and Regency, Depok City and South Tangerang City. TPPAS, which has an area of 55 hectares, will be able to accommodate 1,800-2,300 tons of waste per day. (SOURCE)

Kabupaten Bogor (ANTARA) - PT Jabar Bersih Lestari, which is a subsidiary of the Regional Owned Enterprise (BUMD) of West Java Province, PT Jasa Sarana, said that the Lulut-Nambo Waste Processing and Final Processing Site (TPPAS) in Bogor Regency requires an investment of IDR 900 billion to be operational. "We are still waiting for investors, we are in the phase of attracting investors, currently still in process, the investment is around IDR 900 billion," said the Main Director of PT Jabar Bersih Lestari (JBL) Gun Gun Saptari Hidayat at TPPAS Lulut Nambo which is located in Klapanunggal, Bogor Regency, Java West, Wednesday. PT JBL, which is a subsidiary of PT Jasa Sarana, will implement a government-business entity (KPBU) cooperation mechanism with investors or private companies in managing the Lulut Nambo TPPAS. Currently, an assessment process is underway for potential investor companies. According to Gun Gun, the assessment needs to be carried out selectively considering that potential investors previously had to cancel work midway. "Now we are in the investor assessment process, we will inform you later (of the results). Initially the first investor had agreed to build, it had started, then there were problems in the middle of the road. Indeed, the PPP has a lot of dynamics. We ask for prayers," said Gun Gun. After the work was abandoned by investors, the Lulut Nambo TPPS, which was built in 2017, finally received budget support from the West Java Provincial Government in the form of Regional Capital Inclusion (PMD) of around IDR 60 billion to complete phase one of construction. Now, during the trial period, the Lulut-Nambo TPPAS is capable of processing 50 tons of waste per day and producing biomass and "refuse derived fuel" (RDF) of around 40 percent of the weight of the waste processed. Gun Gun said that if the Lulut-Nambo TPPAS had been built from an investment of IDR 900 billion, it would be able to process around 1,800 tons to 2,300 tons of waste a day. (SOURCE)

Bisnis.com, BANDUNG -- The West Java Investment and One-Stop Integrated Services Service (DPMPTSP) launched an Integrated Public Service Center (P3T) to make it easier for MSMEs to process permits. The program was launched involving related agencies in West Java, such as the West Java Regional Office of the Ministry of Law and Human Rights, the West Java Regional Office of the Ministry of Religion, BPOM, and the National Standardization Agency. "Our idea is to create integrated public services and involve vertical agencies which so far have not been captured by districts, cities and other regions," said Head of the West Java Provincial Government's PMPTSP Service, Nining Yulistiani, at the Mason Pine Hotel, West Bandung Regency, Tuesday (13/2/ 2024). For MSME players, certification is important because it can make product quality more trusted by consumers. Through P3T, public services to obtain certification are easier and cut costs. "The public has seen that the old certification service is difficult and has high costs. That stigma will disappear with the existence of this public service," he said. In the future, it is possible that this program will be adopted in 27 other cities and districts in West Java so that it will be easier for people to process permits. This year, it is targeted that more MSME products will be certified so that they are more trustworthy and easier to market. "Last year's integrated service received a response of 1,200 applicants a day who wanted to access it. This is exactly the same as the four institutions involved. From there we can see the real community because they don't know so they don't make the effort," he said. His party will also hold an on-the-spot program in city districts to get closer to the community to provide services. "We will also launch mass integrated services in June and at the end of the year," he continued. At the same location, the Head of the West Java Regional Office of the Ministry of Law and Human Rights, Andika Dwi Prasetya, appreciated the P3T program which had just been launched. Through this program, it will be easier for his party to reach and provide services to the community. "We get access to more closely serve the community for our institutional needs, especially in intellectual property interests," he said. For your information, there are a number of services provided by the West Java Regional Office of the Ministry of Law and Human Rights, namely copyright, patent rights, brand rights, and communal intellectual property. So far, copyright is the sector most frequently submitted by the public. "Now, for halal licensing and national standards, it is mandatory to first register the brand. With this one integrated service point, it will be easier for the public," he said. BPOM itself ensures that the existence of P3T can encourage business actors to take care of permits related to the suitability of food or cosmetic products. Interest in applying for permits will certainly be higher once the P3T service is available. Data on applications for the licensing process at BBPOM POM Bandung in 2023 will reach 363. (SOURCE)

Liputan6.com, Bandung - Entrepreneurs in the Province of West Java (Jabar) who are members of the Indonesian Entrepreneurs Association (Apindo) admit that they are optimistic about achieving targets like 2023 when they enter the current political year. According to the Chairman of the West Java Apindo Central Management Board (DPP), Ning Wahyu Astutik, this optimism arises based on the realization of business and investment in 2023 in West Java which was able to exceed the target. "The investment coming in (2023) in West Java is more than the target. So I am very happy. Even though this is close to the political year, it turns out that the optimism from entrepreneurs, both PMDN (Domestic Investment) and PMA (Foreign Investment) is extraordinary," said Ning's written statement was Bandung, Friday, February 2 2024. Regarding the current issue of the company being in turmoil, Ning said that so far his party had not received this information. Ning said Apindo does not expect any company to experience turmoil for one reason or another. Especially in the middle of the 2024 election which is currently underway. "There are no leaks. We are trying not to have any relocations. If I were asked like this now, I hope not," said Ning. On the other hand, Ning also explained that labor-intensive companies are currently quite vulnerable to relocation issues. Ning said that there were several companies relocating from West Java from 2022 to 2023. These companies were established in Sukabumi and Purwakarta. "So there are indeed less labor-intensive areas, especially in Karawang," explained Ning. Regarding infrastructure, Ning said, West Java is a province that is quite good and supports investment. "West Java is great, now the infrastructure is better, for example in Patimban. We also see that the Rebana area is starting to develop. In Cirebon there is a lot of investment," he said. Ning also explained that in the last 10 years many companies had been established in West Java, such as in Cirebon there were three large shoe factories. "I said that based on what I saw directly in several areas, especially Cirebon, there are three shoe factories there. If we talk about shoes, that means one factory requires tens of thousands of employees and there are three big ones there," explained Ning. Facing the political year, Ning reiterated that elections were not the first time this had happened, but the business world was still fine. "So entrepreneurs must remain optimistic because it's not just now that elections happen. Every five years there is an election and we are all fine," said Ning. Previously, the Acting Governor of West Java, Bey Machmudin, wanted existing tourism to develop rapidly, especially in the Ciayumajakuning area, which includes Cirebon City, Cirebon Regency, Indramayu, Majalengka and Kuningan. For this reason, Bey met with young people to listen to their aspirations regarding the development of tourist areas in the Ciayumajakuning area. "I want tourism in West Java to develop and listen to the opinions of young people (Bobobox) or those who have a contemporary vision and mission," said Bey on Tuesday (30/1/2024). Bey targets that tourists from outside the region will be the main focus in efforts to develop the West Java International Airport (BIJB) in Kertajati, Majalengka Regency. "Basically, I ask, try where tourism is interesting and if possible, that destination attracts tourists from outside West Java, so use a plane (from Kertajati). I ask that the focus be on Ciayumajakuning to attract tourists to the area because that is also for (development of) BIJB," Bey said. According to data, Bey said that currently the tourist destinations in West Java most visited by tourists are Lembang, Puncak Bogor and Pangandaran. Bey wants in the future, the Ciayumajakuning area to become the new prima donna of tourism in West Java. "From Bobobox data, the busiest ones are Lembang, Puncak and Pangandaran. I ask that Ciayumajakuning also be developed for its tourism potential," said Bey. The West Java Provincial Government wants to collaborate with various parties in an effort to increase tourism in West Java to obtain Regional Original Income (PAD) from this sector. "Essentially, we want to collaborate with all parties so that West Java's tourism potential is truly accommodated because there is everything here, from the beaches to the mountains," he said. "We are starting to think about PAD from the tourism sector. So anticipate from now on, don't let us confuse ourselves in finding sources of PAD," explained Bey. Quoting the Regional page Liputan6.com, the West Java Government is targeted by the Indonesian Government to increase the number of investments compared to the previous six year period. According to the Acting Regional Secretary (PJ) of West Java Province, Taufiq Budi Santoso, one of the strategies to increase this investment is to provide a conducive climate for investors. "As ordered by the central government, we are targeted to increase investment in West Java to between Rp. 247-Rp. 250 trillion. So if we see that investment, it is important for us to encourage and facilitate and prepare a conducive climate," said Taufiq, Bandung. , Tuesday, January 30 2024. Taufiq added that investment is an important part of forming Gross Regional Domestic Product (GRDP) in the West Java region. The reason is that investment is actually an important part of the formation of GRDP apart from consumption, government spending, exports and imports. Taufiq hopes that the targets set by the Indonesian Government can be realized. "For this reason, the West Java Provincial Government is trying as hard as possible together with all districts and cities to provide licensing services for this investment," said Taufiq. Meanwhile, Head of the West Java Investment and One-Stop Integrated Services Service (DPMPTSP), Nining Yuliastiani, said that there are several things to focus on in increasing investment. Nining detailed that there are three focuses for economic improvement that can be driven to increase investment in West Java Province. "Our focus is to increase investment, namely renewable and technology-based infrastructure, tourism and downstreaming," said Nining. Nining is optimistic that the investment targeted by the Indonesian Government through the Ministry of Investment/BKPM to the West Java Government can be realized. Nining explained that West Java's investment amount was around IDR 247 trillion-IDR 250 trillion, which would be the national target. "We are optimistic that we can achieve that, seeing that every year we can exceed the target and of course because West Java has many things that support increased investment," said Nining. Nining added that West Java investment realization in 2023 would reach IDR 210.6 trillion, above the target given of IDR 188 trillion. The top five districts and cities with the largest investment are Bekasi Regency IDR 61.21 trillion, Karawang Regency IDR 45.86 trillion, Bogor Regency IDR 15.18 trillion, Purwakarta Regency IDR 14.88 trillion, and Bekasi City IDR 12.3 trillion. "Investment in West Java, especially the Rebana (north) and Arumanis (south) areas, continues to increase. From 2021 to 2023, total investment in the Rebana Metropolitan area will reach IDR 50.11 trillion. Meanwhile in the Arumanis area it is worth IDR 27.3 trillion," said Nining. Apart from PMDN (domestic investment), foreign investors targeting West Java also continue to increase. In 2023, foreign investors entering West Java will reach IDR 122.6 trillion. Specifically for foreign investment, Japan was the highest contributor with an investment value of IDR 26.65 trillion. Other countries are Singapore, China, South Korea and Malaysia. Meanwhile, Deputy Chief Representative of Bank Indonesia, Bambang Pramono, added that investment realization in West Java which always exceeds targets shows the success of the West Java Provincial Government in preparing its potential. "What is being offered is very popular and has potential so it has succeeded in attracting investment," he said. Bambang emphasized that investment must be more spread out not only in the northern region, but also to the south of West Java. West Java also has the potential to develop a sharia economy and a green economy or renewable energy. Bambang said that success in creating a harmonious investment climate is the key to the realization of West Java investment which will accelerate in 2023 and must be continued. Apart from that, high investment realization also plays an important role in driving West Java's economic growth in line with the Incremental Capital Output Ratio (ICOR) value which is relatively stable from year to year. "All stakeholders related to investment in West Java also need to actively carry out various proactive and innovative efforts in identifying potential projects that are currently of interest to foreign investors, especially for potential investors who are looking for safe and comfortable investment fund placement options," explained Bambang. The West Java government was recorded as successful in recording investment realization throughout 2023 of IDR 210.6 trillion, or 112 percent of the target set by the Ministry of Investment. This achievement also had a significant impact on the economy of West Java along with the total employment of 253,424 people, with the number of Investment Activity Reports (LKPM) amounting to 94,469 LKPM. With these achievements, supported by maintained household consumption and the performance of leading economic sectors, West Java's economic growth in 2023 is estimated at 4.7-5.5 percent (yoy). In early January 2024, during the six years from 2018-2024, the investment realization achieved by West Java Province (Jabar) reached IDR 838.81 trillion with a workforce absorption of 856.3 thousand people. Nining Yuliastiani previously said that with this achievement, development could continue. "In the past six years, West Java has become number one in Indonesia and that was the position, thank God, last year 2023, we were rewarded by BKPM for being the best province in Indonesia providing investment services," said Nining, quoted from the Jabarprov TV Bandung Youtube account, Wednesday , January 10, 2024. Nining said investment was the most important driver for development. Therefore, investment development must continue. Nining said that West Java Province was superior in achieving investment realization in Indonesia for six consecutive years. Even so, we must continue to explore the various potentials we have to create new sectors. "Looking at what happens in 2023, there are many things to evaluate in developing the investment ecosystem in West Java," said Nining. Nining said that his party had taken a stance to provide solutions to the challenges that would be faced in the following year, such as geopolitical tensions, climate change, future pandemics, and digitalization. He admitted that the future conditions would not be easy to increase the investment that would be brought in. "In 2024, West Java will focus on encouraging the development of renewable-based downstream industries in West Java and encouraging the implementation of the Green Economy in West Java," said Nining. Nining said that West Java is not enough just to promote the various potentials that exist to attract investors. Nining emphasized that the presence of quality human resources (HR) is one of the keys to investment development. "The quality of human resources is an asset that becomes an investment, a good human resources position will become a component of economic activity in West Java, and become material for promoting investment assets. Let's work together to support quality investment," said Nining. Nining added that West Java's major investment achievements in 2023, both the realization of Foreign Investment (PMA) and Domestic Investment (PMDN), will continue to be encouraged in 2024, especially if supported by infrastructure and ease of licensing services. "This will certainly have an impact on better labor absorption," said Nining. (SOURCE)
