Governor Dedi Mulyadi Will Sign the 2026 West Java Minimum Wage Today, December 24th
BANDUNG – West Java Governor Dedi Mulyadi revealed that the provincial minimum wage (UMP) and district/city minimum wages (UMK) are currently being discussed in depth by the wage council, which comprises various stakeholders, and will be signed by him on December 24, 2025.
Dedi confirmed that the West Java Provincial Manpower and Transmigration Office (Disnakertrans) is still negotiating with workers and employers, including experts, regarding the UMP, MSMEs, and sectoral wages, as the 2026 wages are due to be announced tomorrow.
"I'll sign it on the 24th, but we're still finalizing it today," Dedi said in Bandung, Tuesday (23/12).
It was reported that the West Java Provincial Wage Council held a plenary meeting regarding the increase in the UMP and Provincial Sectoral Minimum Wage (UMSP) in 2026 at Gedung Sate, Bandung City, on Friday (19/12). Proposals from labor unions and employers, through the Indonesian Employers' Association (Apindo), were submitted and accepted.
In their proposal, the labor unions requested that the average City/Regency Minimum Wage (UMK) for 2025 be set at IDR 3,589,619. However, they highlighted significant disparities between regions, such as Banjar City, which only achieved IDR 2,204,754, while Bekasi City reached IDR 5,690,753.
The latest regulation, Government Regulation (PP) Number 49 of 2025 concerning Wages, is deemed incapable of addressing the disparity. This is because the calculation formula used is annual inflation (year-on-year/YoY) in September 2025 of 2.19 percent.
Furthermore, the economic growth rate (EQ) of 5.11 percent multiplied by a specific index, alpha 0.5-0.9, is not sufficient to address the disparity. For example, Banjar City, even if the 2026 UMK were set using the maximum alpha of 0.9, it would not be able to catch up with Bekasi City.
Therefore, the union requested that the disparity be resolved and that Constitutional Court (MK) Decision No. 168/PUU-XXI/2023 be used as a reference.
Furthermore, the results of the International Labor Organization (ILO) study were used as a consideration for the decent living requirements (KHL) in West Java. Therefore, the workers requested that the 2026 Provincial Minimum Wage (UMP) be set at Rp3,833,318. Meanwhile, for the 2026 Provincial Minimum Wage (UMSP), the union requested that it be set at Rp3,870,004.
Apindo (Indonesian Employment Agency) believes that determining the alpha value should not only consider the workforce's contribution to economic growth. Because the workforce exists because of companies, employers' contributions must also be taken into account.
To achieve balance, they requested that West Java Governor Dedi Mulyadi use an alpha value of 0.5 in determining the 2026 UMP, which would result in a 4.745 percent increase.
They also did not propose the UMSP, because they assumed that there was no mandate from business actors in the West Java sector to submit or propose the 2026 UMSP. Apindo requested that the determination of the 2026 UMP not only consider the suitability for workers, but also the payment ability of employers.
