West Bandung Regency is a regency in West Java Province, Indonesia, resulting from the division of Bandung Regency. The regency borders Purwakarta Regency and Subang Regency to the west and north, Bandung Regency and Cimahi City to the east, Bandung City to the south, and Cianjur Regency to the west and east.
West Bandung Regency inherited approximately 1,400,000 residents from 42.9% of the former Bandung Regency area. The regency's administrative center is located in Ngamprah District, which lies along the Bandung-Jakarta route. The regency's administrative center has been temporarily moved to Batujajar, and Ngamprah District will be the new administrative center next year.
The discourse of expanding Bandung Regency into 2 regencies has emerged since 1999. Based on the letter of request from the Regent of KDH TK.II Bandung who was then held by H. Hatta Djati Permana, S.Ip. submitted a letter to the Chairman of the DPRD who was then held by H. Obar Sobarna, S.Ip. The regent's letter of request number 135/1235/Tapem dated June 22, 1999 regarding the request for approval for the expansion of the Bandung Regency area. The Regent requested that the leadership and members of the DPRD be able to grant and support the implementation of the plan to expand Bandung Regency into Bandung Regency and Padalarang Regency (now West Bandung Regency). This was welcomed positively by the Bandung Regency DPRD with the issuance of the DPRD Dati II Bandung decree number 5/1999/12/07 regarding the DPRD's initial approval of the expansion of the Bandung Regency area. However, on December 23, 1999, the Chairman of the Bandung Regency DPRD sent letter number 135/1499/TU regarding the expansion of Bandung Regency, the contents of which included:We convey that the initial process currently being undertaken by the Regional Government (in accordance with Law no. 5/74) should be suspended/stopped, for the sake of order and smooth implementation in accordance with Law no. 22/1999..
Further developments according to Law No. 22/1999, a small part of the Bandung Regency area, namely the Administrative City of Cimahi, was upgraded to the status of the Cimahi City Government which includes 3 Districts, namely South Cimahi District, Central Cimahi District, and North Cimahi District, so the plan to expand Bandung Regency was further delayed because Cimahi City was previously part of the administrative area of Bandung Regency. After Cimahi became an Autonomous City, separated from Bandung Regency, demands for the expansion of Bandung Regency resurfaced in line with the opening of public space to aspire the desire to form a new autonomous region. This is guaranteed by Law No. 22/1999.
The demand for the expansion of Bandung Regency, geographically speaking, is understandable, as Bandung Regency is quite large (2,324.84 km2), surrounding the cities of Bandung and Cimahi. Furthermore, it has a large population, estimated at 4,300,000 according to the 2002 SUPAS. Based on these conditions, community leaders from West Bandung gathered on August 9, 1999, to form theForum Supporting the Acceleration of the Expansion of West Bandung Regencyled by its leader Drs. H. Endang Anwar. A year later it was formed againWest Bandung Care Forumchaired by Asep Suhardi,United West Bandung Forumled by H. Zaenal Abidin, Drs. Ade Ratmadja, Asep Suhardi and Asep Ridwan Hermawan, as well asWest Bandung Youth Forumled by Eman Sulaeman, SE. In addition, this movement was supported by several civil servant figures such as Drs. H. Pandji Tirtayasa, MSi., Drs. H. Megahari Pudjiharto, M.Si., Ir. Donny Widiaman, MS., and other figures supporting the expansion. Because they were all fighting for the establishment of West Bandung Regency, various NGOs and forums joined forces under one umbrella, namelyWest Bandung Regency Formation Committee(KPKBB) led by its general chairman Drs. H. Endang Anwar. KPKBB together with elements of the West Bandung community began their struggle by implementing a joint declaration to continue fighting for West Bandung to become an autonomous region separate from Bandung Regency. The declaration was held at the Gado Bangkong Financial Training Building, Ngamprah District on August 30, 2003. The declaration text was read and signed by various elements of the West Bandung community. This was done by KPKBB as a form of joint commitment in its efforts to fight for and convey aspirations to various institutions, both legislative and executive of the Bandung Regency, West Java Province and the Central Government as well as the DPR RI/DPD RI. Until the birth of Law of the Republic of Indonesia No. 12 of 2007 concerning the Formation of West Bandung Regency as an Autonomous Region in West Java Province.
Acting Regent of West Bandung Drs. H. Tjatja Kuswara, SH.MH finished his duties on July 17, 2008. The first Regent and Deputy Regent of West Bandung Drs. H. Abubakar, M.Si and Drs. Ernawan Natasaputra, M.Si, the result of the general election, were inaugurated on July 17, 2008 by the Governor of West Java Ahmad Heryawan, Lcatas name of the president. Drs. Ade Ratmadja, Chairperson of the Declaration Committee for the Establishment of West Bandung Regency KPKBB, which was held on March 30, 2003, was attended by various components of the West Bandung community, committed together to fighting for the establishment of West Bandung Regency as an autonomous region in West Java Province.
