Latest Update on Getaci Toll Road Land Acquisition: Southern West Java Route Has Already Cost IDR 3 Trillion

DESKJABAR – Indonesia currently operates approximately 3,100 kilometers (km) of toll roads across 76 sections managed by 54 Toll Road Enterprises (BUJT), with a total investment reaching IDR 779 trillion.

 

The nation's toll road infrastructure development will continue to expand, boosted by an influx of IDR 36 trillion in Foreign Direct Investment (FDI).

 

Minister of Public Works (PU) Dody Hanggodo highlighted this growth during an Indonesian Toll Road Association Group Discussion Forum in Jakarta in mid-August 2026.

 

“In today's global era, infrastructure investment is no longer focused solely on domestic sources; roughly IDR 36 trillion originates from FDI,” Dody stated.

 

He emphasized that these global investments are vital to broadening access to industrial estates, ports, airports, special economic zones, tourism hubs, and economic centers, thereby strengthening connectivity and driving larger economic investments.

 

Land Acquisition for the Getaci Toll Road
Meanwhile, Head of the West Java Regional Office of the Directorate General of State Assets (DJKN), Dudung Rudi Hendratna, revealed the budget spent on land acquisition for the Gedebage–Tasikmalaya–Cilacap (Getaci) Toll Road.

 

He stated that the government has spent nearly IDR 3 trillion specifically around IDR 2.9 trillion to acquire land along the southern West Java route.

 

However, physical construction has not progressed optimally because tender processes for the route have not yet successfully secured investors.

 

“Tenders have been conducted several times without success so far. Residents of West Java, particularly Tasikmalaya and surrounding areas, must remain patient,” Dudung noted.

 

Commitment Officer (PPK) for Getaci Toll Road II, Muhammad Hidayat Satria Adi, explained that land acquisition remains focused on Bandung and Garut Regencies.

 

Head of Land Acquisition for the Getaci Project in Garut Regency, Muhamad Rahman, shared that during compensation payouts in Talagasari Village, one resident received nearly IDR 17 billion (specifically IDR 16,965,004,865).

 

Two-Phase Construction Plan
According to official PUPR data, the 206.65 km Getaci Toll Road stretching from Gedebage to Cilacap will be built in two distinct phases:
Phase 1: Gedebage–Tasikmalaya segment (95.52 km)
Phase 2: Tasikmalaya–Cilacap segment (111.13 km)
Construction on Phase 1 (Gedebage–Bandung Regency–Garut–Tasikmalaya) remains the primary priority before proceeding to Phase 2 (Tasikmalaya–Ciamis–Banjar–Pangandaran–Cilacap).

Ministry of Finance Support via PDF Scheme
To accelerate the Getaci Toll Road project, the Ministry of Finance (Kemenkeu) has prepared a Project Development Facility (PDF) scheme.

 

Acting Director General of Infrastructure Financing at the Ministry of Public Works, Ni Komang Rasminiati, explained during a media briefing in Jakarta that state-owned enterprises under Kemenkeu have been instructed to prepare project documentation before re-tendering the project to investors.

 

“We received PDF assistance from the Ministry of Finance. Kemenkeu will assign state-owned enterprises under its purview to prepare project documents,” Komang explained.

 

Komang noted that the complete preparation process spanning project readiness, transaction stages, and auctioning is estimated to take approximately two years, targeted for completion around 2028.

The human development index is increasing, thank God we can reduce the unemployment rate," said Taufiq.   Not only that, during 2023 people who fall into the underprivileged category in West Java will decrease accompanied by incomes that continue to increase slowly.   "The poor population in West Java may decrease, per capita income will also increase," he said. For investment matters, West Java is at the forefront with a realization achievement of IDR 210.6 trillion during 2023 or reaching 112 percent.   "Investment in West Java recorded investment realization reaching IDR 210.6 trillion, reaching 112 percent," he said.   Entering 2024, Taufiq said that the West Java Provincial Government is determined to strengthen several strategic sectors to bring prosperity to the people of West Java.   "In 2024 the provincial government will strengthen strategic sectors, education, infrastructure and human resources, so that economic growth can be achieved with the quality of life of the community," he said.   Taufiq expressed his gratitude to Bank Indonesia West Java Representatives who have helped the West Java Provincial Government and 27 districts/cities with the aim of welfare for the community.   "Hopefully this will continue. However, Erwin invited all stakeholders to remain vigilant in facing various challenges in 2024.   "In 2024 we must be optimistic but remain vigilant," he said. Cianjur - The Cianjur Regency Government is open to investment, especially in the hospital health sector. The reason is, Cianjur currently still lacks hospitals. Cianjur Regent Herman Suherman said the area nicknamed 'Santri City' still lacks three hospitals with a patient capacity of 1,500 beds.   Herman said that with a total population of 2.6 million people, Cianjur requires a total of 2,600 beds for inpatient treatment. Edelweiss Hospital officially operates and adds to the total number of hospitals in Cianjur.   "Of course we will be helped by this new hospital, so we can increase health services in Cianjur Regency. Apart from that, residents will have an alternative to having a hospital if they are sick," he said.   Chairman of Edelweiss Healthcare Group, Syauqi Robbani, said that at Edelweiss Cianjur Hospital a total of 150 beds were prepared for inpatient treatment.   "Today our hospital officially opened. The process is quite fast, only 3 years from initial planning. For this initial stage we prepared 100 beds, then increased to 150 beds. Vietnamese electric car manufacturer VinFast Auto officially started construction of its first electric vehicle assembly plant in Indonesia, marked by the laying of the first stone in Subang, West Java, Monday (15/7/2024), directly by the Chief of Presidential Staff, Moeldoko. VinFast assesses that RI is one of the most promising electric vehicle markets in Southeast Asia.   The factory, which is located in a developing industrial area in Subang, was built with an initial investment of around US$ 200 million or IDR 3.23 trillion (exchange rate IDR 16,160). This factory will operate with an annual production capacity of 50,000 vehicle units and includes several main production areas such as the Body Shop, General Assembly Shop, Paint Shop and testing area, etc.   VinFast schedules this factory to start operating in Q4 2025 and will produce right-hand drive versions of e-SUV models, including the VF 3, VF 5, VF 6 and VF 7 series for the Indonesian market.   This project is expected to create thousands of local jobs, increase the number of skilled workers, and make a significant contribution to the economic and social development of local communities. Largest Investment Realization in Q2 2024 in West Java & DKI Jakarta

The Investment Coordinating Board (BKPM) reported that the highest investment realization in the second quarter of 2024 took place in the West Java region, reaching Rp63.7 trillion.   Furthermore, the region with the second highest investment realization was DKI Jakarta with Rp62 trillion. Then, East Java Rp35.6 trillion, Banten Rp33 trillion, and Central Sulawesi 32.8 trillion.   According to BKPM data details, the largest realization of domestic investment (PMDN) took place in DKI Jakarta Rp34.1 trillion or 16.1% of the total PMDN. Then, in West Java amounting to Rp25.6 trillion or 12.1%.   “Furthermore, in East Java Rp24.1 trillion or 11.4%, Riau Rp21.8 trillion or 10.3%, and West Nusa Tenggara Rp14.2 trillion or 7.2%,” said Investment Minister/Head of BKPM Bahlil Lahadalia, Monday (29/7/2024).   In terms of foreign direct investment, West Java is the region with the largest foreign investment, reaching US$2.5 billion or 17.5% of total foreign investment.   Then, Central Sulawesi US$2.1 billion or 14.6%, DKI Jakarta US$1.8 billion or 12.9%. Two regions that also entered the top five foreign investments were North Maluku US$1.7 billion or 12.4%, and Banten US$1.3 billion or 9.3%.   In total, BKPM recorded investment realization of Rp428.4 trillion in the second quarter of 2024, an increase of 22.5% on an annual basis (year-on-year / yoy) compared to the same period last year.   The figure consisted of foreign investment (PMA) of IDR 217.3 trillion, up 16.6% yoy, and domestic investment (PMDN) of IDR 211.1 trillion, up 29.1% yoy.   In terms of region, investment in the Java region was recorded at IDR213.2 trillion or up 27.1%. investment outside Java was IDR215.2 trillion or up 18.3% yoy.   SOURCE
