Investments totaling IDR 13.72 trillion in Bogor Regency have absorbed 25,502 workers.

BOGOR REGENCY (ANTARA) – The Bogor Regency Government in West Java recorded an investment realization of IDR 13.72 trillion through the second quarter (Q2) or June 2026, creating 25,502 jobs across the region.

 

Bogor Regent Rudy Susmanto stated in Cibinong on Thursday that this achievement demonstrates how incoming capital directly supports local employment.

 

This performance ranks Bogor Regency third in total investment realization and second in workforce absorption across West Java Province

 

“Investment serves as a primary pillar in driving regional economic growth and improving the welfare of Bogor Regency residents,” Rudy noted.

 

Second Quarter 2026 Investment Breakdown
During Q2 (April–June 2026), investment realization reached IDR 6.59 trillion from 3,070 companies managing 8,872 projects, absorbing 12,509 workers during that period alone. Domestic Direct Investment (PMDN): IDR 4.75 trillion and Foreign Direct Investment (PMA): IDR 1.84 trillion

Pursuing Operation of Giant Hydropower Project in West Java, PLN Coordinates TKDN Issue

The State Electricity Company (PLN) is targeting the giant Upper Cisokan Hydroelectric Power Plant (PLTA) project in West Java to be commercially operational by 2028.   The execution of this project has recently been delayed even though PLN has secured loans from the Bank for Reconstruction and Development (IBRD) and the Asian Infrastructure Investment Bank (AIIB) in 2022.   The reason is that the international creditor loans are hampered by the domestic component level (TKDN) clause mandated by the Ministry of Industry.   “Currently, PLN continues to coordinate with the Coordinating Ministry for Maritime Affairs and Investment, the Ministry of Energy and Mineral Resources, and the Ministry of Industry to resolve issues related to TKDN,” said Executive Vice President of Corporate Communications and TJSL Gregorius Adi Trianto when confirmed by Bisnis, Wednesday (24/7/2024).   Greg said the project with an investment value of US$850 million has entered the procurement stage. He targets the project to be operational in 2028.   On the other hand, he said, his company is also coordinating with relevant ministries and institutions to resolve TKDN issues in a number of new renewable energy (EBT) projects that use foreign grant loans (PHLN).   “The Upper Cisokan PS project uses loan funds from the Asian Infrastructure Investment Bank (AIIB) and also the World Bank,” he said.   This water-based power plant will have a power capacity of 4 X 260 megawatts (MW), located on the border of West Bandung and Cianjur regencies, West Java.   The project has received a loan facility from IBRD, which is part of the World Bank Group with total funding of US$380 million. In addition, there is also US$230 million funding from AIIB in the form of co-financing with the World Bank with a similar scheme.   PLN received an interest rate with a long tenor of 24.5 years.   The Cisokan hydropower plant was built using Roller Compacted Concrete (RCC) where the upper and lower dams utilize the water resources of the Cisokan River, which is a tributary of the Citarum River.   PLN will first build a dam from upstream to downstream as well as 27 kilometers of electrical infrastructure along the river.   Through pumped storage technology, when the electricity load is at peak, this hydropower plant can flow the water discharge system so that it can rotate the turbine and provide additional electricity supply. Meanwhile, when the Java Bali electricity load is down, this hydropower plant can immediately restore water discharge through the tunnel.   As previously reported, the Ministry of Energy and Mineral Resources (ESDM) is convincing a number of multilateral lenders to channel loans to new and renewable energy (EBT) projects in Indonesia.   Funding commitments from international lenders have recently stalled due to the issue of clauses to fulfill TKDN provisions.   Director General of New, Renewable Energy and Energy Conservation (EBTKE) of the Ministry of Energy and Mineral Resources Eniya Listiani Dewi said that she had convinced a number of lenders about the current changes in domestic TKDN regulations.   “We have announced yes, meaning sharing with various investment funding lenders that there are improvements in the regulations,” Eniya said when confirmed, Thursday (07/18/2024).   Meanwhile, the regulatory improvement is related to the government's decision to separate the TKDN of EBT projects which will be regulated by the Ministry of Energy and Mineral Resources from the TKDN of components or goods which are under the authority of the Ministry of Industry.   Eniya said that the regulation at the level of ministerial regulation (Permen) of ESDM which regulates the TKDN of EBT projects has been harmonized recently.   The Ministry of Energy and Mineral Resources revealed that there are 14 EBT power plant projects that are constrained by funding due to the polemic over the clause of fulfilling the TKDN provisions.   Four of the projects already have funding agreements from the Asian Development Bank (ADB), World Bank, Japan International Cooperation Agency (JICA), and other financing institutions with a total investment commitment of more than US$1 billion.   The four projects include the Cisokan Hydroelectric Power Plant (1,040 MW), Huluais Geothermal Power Plant (110 MW), Kumbih Hydroelectric Power Plant (45 MW) and Sawangan Hydroelectric Power Plant (16.6 MW).   Meanwhile, there are 10 other projects that have not reached agreements with lenders regarding the provisions of the TKDN clause in the power purchase agreement (PPA) with PT Perusahaan Listrik Negara (Persero) or PLN.   The ten projects that have stalled in negotiations include the Bakaru 1 hydropower plant (126 MW), Bakaru 2 hydropower plant (140 MW), Kalibumi Minihydro Power Plant (6.35 MW), Lapai 1 hydropower plant (5.31 MW), Riorita hydropower plant (2.5 MW), Dieng 2 hydropower plant (55 MW), Patuha 2 hydropower plant (55 MW), and Masang 2 hydropower plant (44 MW).   SOURCE

Herwin, Anita Fitria, SH, MH, General Chairperson of Jiangxi Indonesia Hong Yongnian, as well as representatives of Jiangxi from Southeast Asia, Japan, Europe, and America.   In his presentation, Abah Anton said that West Java has great potential to be developed through investment cooperation, especially in the industrial, tourism, agriculture, plantation and fisheries sectors.   He also explained about the existence of the Sundanese community who not only live in West Java, but are also spread across Banten, parts of DKI Jakarta, and various regions in Indonesia.   According to Abah Anton, West Java is one of Indonesia's important industrial centers. He cited the Bekasi and Karawang areas as areas with large industrial concentrations.   In addition to the industrial sector, Abah Anton highlighted the development of the Rebana metropolitan and industrial area in northern West Java. This area encompasses several areas, including Indramayu, Cirebon City, Cirebon Regency, Kuningan, Subang, Majalengka, and Sumedang.   "West Java has significant potential for development, both in the industrial sector and elsewhere. Sumedang Regent Dony Ahmad Munir presented the regency's achievements, challenges, and future direction for Smart City development during the ASEAN Smart Cities Network (ASCN) Annual Meeting 2026, held at Rempeg Jagapati Hall, Banyuwangi Regent's Office, on Monday (July 20).   Speaking before regional leaders and Smart City stakeholders from across ASEAN, Dony explained that Sumedang has proposed three flagship Smart City development projects.   One project has already been completed: reducing the prevalence of stunting through e-Simpati (Integrated Stunting Prevention Information System), a digital platform designed to improve maternal and child health services.   According to Dony, e-Simpati has become an integral part of public services for pregnant women, toddlers, and adolescent girls, and has been fully integrated into the local government's administrative practices.   "Digitalization is not merely about introducing technology—it is about using technology to solve real problems faced by the community. e-Simpati demonstrates that digital transformation can improve the quality of healthcare services while reducing stunting rates," he said.   The two ongoing initiatives are the Jatinangor City of Digital Knowledge and the Village e-Office Super App. In addition, the regional government is preparing the Sumedang Green Smart Industrial Park project in the Butom area, covering the districts of Wado, Cibugel, and Tomo.   Regarding the Jatinangor City of Digital Knowledge, Dony highlighted Jatinangor's significant potential as an education and economic hub, given its status as home to six leading higher education institutions and its strategic location adjacent to Bandung City.   Several milestones have already been achieved, including the signing of a memorandum of understanding with the Indonesian Telecommunications Providers Association (APJATEL) to improve telecommunications infrastructure, artificial intelligence (AI) training for 1,000 village officials in collaboration with the ASEAN Foundation and Padjadjaran University, the preparation of regulatory frameworks for the proposed Jatinangor Special Economic Zone (SEZ), and the development of a smart village ecosystem.   Despite this progress, Dony acknowledged several ongoing challenges, including limited authority at the local government level, restricted market access for micro, small, and medium-sized enterprises (MSMEs), and resistance to change.   "Therefore, we are opening opportunities for collaboration with various stakeholders to strengthen supply chains, support MSMEs, accelerate financing, and improve digital literacy among the public," he said.   Meanwhile, the Village e-Office Super App is being developed as an integrated digital ecosystem that connects data and public services from the village level to the regional government, enabling faster, simpler, and more integrated public service delivery.   One of its flagship initiatives is Desa Cantik (Love Statistics Village), implemented in collaboration with Statistics Indonesia (BPS) and higher education institutions to update community welfare data, ensuring that social assistance is distributed more accurately and effectively.   In addition, the Uninhabitable Housing (Rutilahu) program utilizes spatial data to identify eligible beneficiaries, with a target of assisting 5,160 homes.   Dony noted that the project still faces challenges, including limited awareness of the importance of data management at the village level and the geographical complexity of providing services to Sumedang's population of approximately 1.2 million people. Looking ahead, the Sumedang Regency Government plans to adopt digital twin technology to support regional planning, infrastructure monitoring, and disaster mitigation.   "We recognize that building a Smart City cannot be achieved alone. Collaboration is the key to success. NGAMPRAH, BBPOS - West Java Province ranks first in investment realization in the first quarter of 2024 with a PMA and PMDN investment realization value of IDR 64.7 trillion or an increase of 29.29% from 2023 in the same period.   Data on NIB achievements in 2021-2023, the number of Business Identification Numbers (NIB) issued in West Java Province has reached 112.1% of the issuance target set by West Java Province in 2024, which is 1,000,000 NIBs or a total of 1,121,059 NIBs. Of the total potential for NIB issuance in West Java, there are 4,533,268 NIBs for Micro and Small Enterprises (UMK).   Head of the Economic Section (Kabag) of the KBB Regional Secretariat, Deni Achmad said that the target for achieving NIB in West Bandung Regency is 41,516 NIB.   "The NIB that has been issued until December 2024 is 38,787 NIB or 93.43% of the target set by West Java Province from a total of 58,216 Micro, Small and Medium Enterprises (UMK) in West Bandung Regency that have been recorded," he said, Monday (16/12/2024).   He added that the facilitation is to encourage the acceleration of ease of doing business for UMKM actors in West Bandung Regency and reduce the unemployment rate, especially in West Bandung Regency.   "The Economic Section of the West Bandung Regency Regional Secretariat, the Investment and One-Stop Integrated Service Office and the Cooperatives and Micro, Small and Medium Enterprises Office are helping business actors to obtain the issuance of a Business Identification Number (NIB)," he said.   "We have collaborated to carry out training activities for the issuance of a Business Identification Number service which began with socialization activities and training for the issuance of a Business Identification Number (NIB) which were carried out in July at The Radiant Hotel Lembang and in August at Takashimaya Hotel Lembang," he added.   He further said that the socialization activities that had been carried out targeted public service officers in 16 sub-districts and operators in 165 villages in West Bandung Regency.   "It is expected to help the community to become operators of the NIB creation service in their area, in order to accelerate the target of 41,516 MSMEs with NIB in West Bandung Regency in 2024," he said.   He said that the issuance of a NIB is the legality of business ownership owned by business actors. With the NIB, business actors are recorded and have the opportunity to access or obtain business development programs provided by the Government, especially regarding access to banking capital for MSMEs such as People's Business Credit (KUR).   "There are various benefits for cooperatives and MSMEs to have a NIB, including, first, being able to facilitate business actors to store licensing data in one identity," he said.   "Second, by having a NIB, cooperative and MSME actors get assistance to develop their business, then the third benefit is facilitating access to financing to bank and non-bank financial institutions, the capital can be used by business actors to develop their business," he added.   Furthermore, the fourth benefit is facilitating empowerment from the central government, regions, and other institutions so that business actors can develop their businesses, the fifth benefit is cutting business licensing time through the presence of the Online Single Submission (OSS) system and NIB will help the business licensing process become faster and easier.   "Furthermore, the sixth benefit is that by having a NIB, you will get certainty and protection in doing business in a predetermined location so that the business being run will provide confidence to carry out cooperation with other parties," he said.   "Although the target for issuing NIB in West Bandung Regency has not been achieved in 2024, at least operators at the village level have been trained and understand how to serve the community in NIB issuance services and are optimistic that in 2025 West Bandung Regency can meet the target given by the provincial government," he said.
