KONTAN.CO.ID - JAKARTA. The development of waste-to-energy (PSEL) facilities has entered the construction phase in several regions in Indonesia.
As of September 2026, the government recorded that four PSEL projects with National Strategic Project (PSN) status had officially broken ground with a total investment value reaching IDR 15.9 trillion.
These four projects are part of the government's efforts to accelerate the development of waste management infrastructure while encouraging the use of waste as an energy source.
The greenfield project was realized based on the mandate of Presidential Regulation (Perpres) Number 109 of 2025 concerning the Acceleration of Development of Waste Processing Infrastructure into Electrical Energy based on Environmentally Friendly Technology.
The construction of the four PSEL facilities is also projected to create thousands of jobs and become part of an integrated waste management solution, particularly in the Java and Bali regions.
"(The PSEL project) is first in Bali, second Legok Nangka, third Bekasi City, fourth here in Bogor City and Bogor Regency (Bogor Raya 1)," said Coordinating Minister for Food, Zulkifli Hasan (Zulhas) after the inauguration of PSEL in Galuga Village, Bogor, Thursday (17/9/2026).
The latest project to be added to the list is PSEL Bogor Raya 1 in Galuga Village, Cibungbulang, Bogor Regency. The groundbreaking ceremony for this project took place on September 17, 2026.
With an investment value of Rp 2.8 trillion, PSEL Bogor Raya 1 was developed by Nusantara Bogor New Energy together with technology partner Zhejiang Weiming Environment Co., Ltd. The facility is targeted to begin operations in mid-2028.
PSEL Bogor Raya 1 will utilize moving grate incinerator technology and a multi-layered Air Pollution Control System (APCS) that adheres to EU IED international standards. This facility has a processing capacity of up to 1,500 tons of waste per day.
In addition to helping address the waste problem in the Bogor area, the construction of this facility is projected to absorb up to 1,200 local workers.
PSEL Bekasi
Previously, the Bekasi PSEL project located in Ciketing Udik, Bantar Gebang, Bekasi City, had its groundbreaking on August 26, 2026.
The project, developed by PT Bekasi Environment Nusantara, requires an investment of IDR 3 trillion and is targeted to begin full operations in mid-2028.
The Bekasi PSEL facility is designed to have a waste processing capacity of up to 1,500 tons per day. The technology used includes a moving grate incinerator and a multi-layered APCS (Agricultural Waste Management System) that meets EU IED standards.
The development of the PSEL project, which is included in the PSN, is estimated to create jobs for up to 1,000 people.
PSEL Legok Nangka
Meanwhile, the Legok Nangka PSEL in West Java is the project with the largest investment value among the four facilities that have broken ground, with an investment value of US$400 million, or approximately Rp 7.1 trillion.
The project was developed through a Public-Private Partnership (PPP) scheme by PT Jabar Environmental Solutions (JES). Groundbreaking for the Legok Nangka PSEL took place on July 31, 2026.
The facility has a power generation capacity of 40.79 MW. It will process 1,853 to 2,131 tons of waste per day from Bandung City, Cimahi, Bandung Regency, West Bandung, Sumedang, and Garut.
PSEL Legok Nangka targets a Commercial Operation Date (COD) in the fourth quarter of 2029 or the first quarter of 2030. During the construction period, this project is projected to absorb around 1,565 workers.
PSEL Bali
In Bali, the PSEL project in Pedungan Village, South Denpasar, was the first facility to begin construction. The groundbreaking ceremony for the project took place on July 8, 2026.
The Bali PSEL was initiated by the Project Implementing Business Entity (BUPP) PT Nusantara Bali New Energy with an investment value of IDR 3 trillion.
The waste processing facility is designed to have a processing capacity of up to 1,500 tons of waste per day. The technology used is a moving grate incinerator and a multi-layered APCS (Agricultural Equipment and Supplies) that adheres to the EU IED international emission standards.
The Bali PSEL project is targeted to begin operations in the first semester of 2028 and is estimated to create up to 1,200 jobs.
With the commencement of construction of the four PSEL projects, the total available waste processing capacity has reached over 6,353 tons per day. Meanwhile, the potential employment potential of these four projects reaches 4,965 people.
