President Joko Widodo accompanied by Ibu Iriana Joko Widodo, on Thursday, August 29, 2024, inaugurated a number of important infrastructures in West Java Province. The inaugurated infrastructure includes the replacement of 16 Callender Hamilton (CH) Bridges, Ciloseh Bridge in Tasikmalaya City, as well as the implementation of Presidential Instruction (Inpres) for Regional Roads (IJD). “By saying bismillahirrahmanirrahim, I inaugurate 16 bridges replacing Callender Hamilton, 22 roads built with Regional Road Presidential Instruction, and Ciloseh Bridge in West Java Province this morning,” the President said in his remarks during the inauguration which was centered at Citanduy Bridge, Banjar City. President Jokowi said that the replacement of 16 Callender Hamilton Bridges spread across 8 regencies and cities in West Java Province is the Government's effort to improve connectivity and strengthen infrastructure in the region. The bridges have a total length of 1,030 meters and cost an investment of Rp1.9 trillion. “Alhamdulillah, today we inaugurate 16 Callender Hamilton bridges in West Java Province spread across 8 regencies and cities with a total length of 1,030 meters and an investment cost of Rp1.9 trillion,” the President said. In addition, the President also inaugurated 22 roads spanning 121 kilometers under the Presidential Instruction for Regional Roads (IJD) program. To realize its development, this infrastructure in West Java requires an investment cost of Rp.10.639 trillion. This budget will later return to the government through a 30-year tariff recovery scheme. Communities in the 5 regions that use SPAM water facilities in West Java will be charged a tariff of IDR 3,390 per cubic meter. JAKARTA - The Coordinating Ministry for Economic Affairs together with related Ministries / Institutions have launched two regulations related to creative financing for infrastructure development. Both are the Limited Management Rights (HPT) Scheme based on Presidential Regulation Number 66 of 2024 concerning Amendments to Presidential Regulation Number 32 of 2020 and the Management Scheme for Acquisition of Increased Area Value (P3NK) or known as Land Value Capture based on Presidential Regulation Number 79 of 2024. “In order to encourage infrastructure development, the government continues to increase the effectiveness of investment financing through alternative creative financing policies that reduce the burden on the state budget and encourage private participation,” said Coordinating Minister for Economic Affairs Airlangga Hartarto at the Launching of Creative Financing Regulations for Infrastructure Development, Wednesday (28/08). Airlangga said that the role of the state budget needs to be focused on pushing Indonesia out of the middle-income trap, namely by optimizing the demographic bonus, continuing economic transformation, increasing investment attractiveness and creating more jobs. One of the efforts made to achieve these targets is through increased infrastructure development. Based on the 2025 Draft State Budget, infrastructure development is budgeted at Rp400.3 trillion, especially for education and health infrastructure, connectivity infrastructure, food and energy infrastructure, and the sustainability of the development of the Archipelago's Capital City. “The budget that has been launched is encouraged to support the Advanced Indonesia Vision 2045 in achieving an infrastructure stock ratio of 49% of GDP by 2024,” he said. The HPT scheme was first launched by Australia in 2014 and has been successfully implemented in the infrastructure of Melbourne Port and Sydney Airport. In addition, the P3NK scheme has also previously been successfully implemented in several countries such as the UK, Hong Kong and Japan. “Therefore, innovation in financing schemes is very important to ensure the smooth and sustainable development of national infrastructure. The 37.05 km Patimban Access Toll Road in Subang Regency, West Java, is currently still under construction. Of the total 37.05 km, 22.94 km of toll road construction is the government's portion, while the remaining 14.11 km is built by the Toll Road Business Entity (BUJT). The West Java Provincial Government (Jabar) announced plans to operate two new toll booths, namely KM 149 toll exit and KM 151 toll gate (GT) on the Padalarang-Cileunyi (Padaleunyi) Toll Road, which are targeted to start operating in early 2025. It is hoped that the accelerated operation of these two toll gates can facilitate traffic flow in the area, as well as encourage local economic growth. “Better infrastructure will make the Gedebage area develop into a more dynamic center of economic and social activities,” he concluded. SUBANG, TINTAHIJAU.COM - After successfully entering the top 5 Best Project Investment Challenge 2024, Perumda Tirta Rangga Subang is now aiming for the title of The Best Project Investment Challenge 2024. To get to the best title, the Bank Indonesia Team and West Java DPMPTSP conducted an investment challenge 2024 field visit to Subang Regency. The team's first visit was to the Perumda Office on Jl. Darmodihardjo, Subang. Deputy Director of Bank Indonesia West Java, M. S Santoso revealed that the project at Perumda is one of the triggers for a bigger trigger because Subang Regency is the best contributor to investment in West Java. “Related to that, we from BI held an Investment Challenge activity, where each district in Jabr submitted its best investment, and one of them is Subang which has entered the top 5, later it will be contested into the top two,” said Santoso. The top five Project Investment Challenge 2024 is a collaboration between Bank Indonesia and DPMPTSP, Patimban SPAM Project in Subang, Jatiluhur SPAM Project in Purwakarta, rice to rice processing project in Sukabumi, integrated chicken industry project in Ciamis, and tourism development project in Situbagendit in Garut Regency. By holding the title of The Best Project Investment Challenge 2024, Perumda can prioritize the handling of proposal preparation, including facilities in terms of promotion, so it is very easy to offer to investors. “With a lot of investment coming in, this is one of the drivers of the economy, because with investment, it will move sectors, there will be a food and beverage accommodation sector, the trade sector will come in,” said Santoso. Director of Perumda Tirta Rangga Subang, Lukmanul Hakim emphasized that the visit of the Bank Indonesia Team and West Java DPMPTSP sparked optimism that Perumda could enter the top two in the 2024 Project Investment Challenge. “Because this Patimban project is supporting the national strategic project, so clean water is a vital need, and in this Port area there is Industry, and this Perumda is the only clean water operator to Patimban and to the industrial area,” said Lukman. Lukman emphasized that this project is the entrance for investors to Subang Regency, especially to Perumda Tirta Rangga Subang.
