Danantara Indonesia, through PT Danantara Investment Management (DIM) and PT Daya Energi Bersih Nusantara (Denera), officially inaugurated the groundbreaking of the Waste-to-Energy (PSEL) facility in Bekasi City, located in Ciketing Udik, Bantar Gebang, West Java.

This ground-breaking marks the second PSEL project initiated by Danantara Indonesia under Presidential Regulation No. 109 of 2025 concerning urban waste management via eco-friendly technologies, following the commencement of the Greater Denpasar PSEL project in July 2026.

Pandu Sjahrir, Chief Investment Officer of Danantara Indonesia, noted that with Bekasi City's landfill (TPA) exceeding capacity, sustainable waste management is urgent.

“This initiative is expected to create nearly 1,000 green jobs and provide clean energy for tens of thousands of households. Furthermore, it proves that synergy among the Central Government, Regional Government, Danantara Indonesia, and various stakeholders can deliver concrete solutions for integrated waste management in Indonesia,” Pandu stated in Bekasi on Wednesday (Aug 26, 2026).

Pandu added that the project represents an investment value of IDR 3 trillion and will reduce landfill land requirements by 90 percent.

Coordinating Minister for Food Affairs Zulkifli Hasan (Zulhas) expressed optimism regarding the collaborative effort: “With strong collaboration, we are optimistic that waste accumulation issues across various regions can be resolved more rapidly. May our joint efforts yield tangible solutions for waste management in Indonesia,” Zulhas said.

The ceremony included the signing of a Power Purchase Agreement (PPA) with PT PLN (Persero), ensuring a commercial off-taker mechanism for the electricity generated. PSEL Bekasi will operate under an off-take price set at USD 0.20 per kWh, in accordance with Presidential Regulation No. 109 of 2025.

The project secured its Environmental Impact Assessment (AMDAL) from the Ministry of Environment (KLH) on Monday, August 24, 2026, issued to Bekasi Environment Nusantara as the Project Development and Management Entity (BUPP).

Targeted for commercial operation by mid-2028, the facility will utilize moving grate incinerator technology equipped with an Air Pollution Control System (APCS) compliant with European Union Industrial Emissions Directive (EU IED) standards. Additionally, the facility will synergize with a separate pyrolysis waste-to-fuel initiative managed by the Indonesian Army (TNI AD).

Chief of Staff of the Indonesian Army (KSAD), General Maruli Simanjuntak, added: “This facility provides the capability to process existing accumulated waste, which has been a major concern in various regions. We hope this model can be replicated in more locations to deliver a broader impact across Indonesia.”

The Head of the Investment and One-Stop Integrated Service Office (DPMPTSP) of Cirebon Regency, Dede Sudiono, said on Friday in Cirebon that the adjustment was made based on a comprehensive evaluation of land carrying capacity, infrastructure readiness, and environmental aspects.
