West Java Provincial Housing and Settlement Agency carries out government affairs in the field of housing and residential areas and the field of land, including housing, settlement infrastructure, residential areas and land which are the authority of the Provincial Region, carries out deconcentration tasks and carries out assistance tasks in accordance with their fields of duty based on statutory decisions.  The initial Project will be a cooperation between PT TGR, PT Agronesia and PDAM Bogor City. The service area covers Bogor City with a capacity of 200 lpd. The business model is a joint venture where the water treatment plan will be built on agronesian land and will be managed by PDAM Bogor (Tirta Pakuan) The scope of cooperation includes the development of WTP and Main Distribution Network (JDU).
